2) It might be reasonable to agree on milestone payments.

E.g. in your case: once the contractor is done patching that leaky part of the roof above your 50 year old TV screen in the back of your 40 year old white trash trailer, you might pay him some of the agreed sum before he continues on with repairing the wires you illegally attached to the public power line next to the park.

You might choose to play hardball and ask him to get all work done before any payment, but then he might decide to also play hardball, get his other illegal worker friends and fuck up you and your trailer to make sure he gets paid instead of repairing the wire.
