There's (mostly) a method to their madness. Basically, their default stance is "classic mechanics", ie. P99 should work the way the live servers worked in '99.

It might seem like they ignore that default stance randomly, but if you pay attention they make exceptions to it for only three reasons (that I'm aware of), all of which are essentially out of their control because of real world limitations:
  • Technical issues: stuff like the improper implementation of endurance/stamina or the lack of night blindness in human/human-derivative races is a limitation of the Titanium client, which they can't fix
  • Legal issues: two-boxing isn't allowed because limitless two-boxing wasn't allowed on live servers. Paid two-boxing was allowed, but P99 can't charge for legal reasons, so they have to prevent two-boxing entirely or else it would get extremely un-classic fast.
  • Support issues: in theory things like the 25-mob limit represent the crappy Internet most people had back in '99, and that probably helped the devs make the decision, but I think a huge part of it was also support time. Whenever one particular issue starts eating up a huge amount of support time, the devs seem to be willing to compromise (in small ways) the "classic vision" in order to make it so the all-volunteer support team can actually support the server

But otherwise, they stick to classic mechanics ... except on ZEMs. The unclassic P99 ZEMs are the one exception I'm aware of: they don't fit any of the above categories, yet the staff keeps them unclassic anyways, ostensibly because it gives a more classic feel. But as far as I know that's the only "classic environment over classic mechanics" decision they've ever made (and they made it so long ago I kind of suspect that if it came up today they might make a different decision, just because it's so anomalous with everything else in the project).

So yeah, the way I see it they're actually extremely consistent with their implementation of classic mechanics ... to the point where they even have an exception (ZEMs) which "proves the rule".

P.S. Many people think item linking is another exception. I'm not sure if it's a technical limit or not, but even if it isn't I still don't think it's an exception for another reason: it's a support issue. Item links can help prevent some scams that would eat up CS time, so whether the staff can remove them or not, I believe they're desired for saving CS time.
