I always thought that you need to have the low delay in the off-hand so you will swing more with it? am i wrong?

While it is true that you will swing more often with a lower delay weapon in your offhand the same is true for your primary slot. Both slots will try to swing as often as the delay+haste will allow them(of course your offhand will not swing with probability 1 like your primary). The difference is that your primary weapon receives a damage bonus, which makes swinging more often with your primary weapon a good thing, but for your offhand all that matters is ratio.
