Publicly shaming and privately censoring memers who produce gross and basic filth is the way forward. This does not make one a fascist, it makes one an adult with critical thinking, maturity, self respect and personal responsibility. The memes should not be condoned by the public at large. The memes don't belong to civil discourse and do not belong at the dinner table before our mothers, our churches or our cheeto encrusted cubicles.
Relying on the government (state) to do this is fascist and dumb. Doing it ourselves is being a decent human being.

I think I agree with this. The question is whether self-censorship will be an effective enough damper on the forces we are combating to prevent the inexorable draw of the masses toward tyranny. There is a possibility that the current organization of the system simply is a less stable state than universal surveillance fascism. In fact I'd call it a likelihood.
