Can someone give me a refresher on how this works, or link me to the appropriate information?

My two weapons:
Sainy's Claw: Delay 19, Damage 6
Sainy's Singing Dagger: Delay 22, Damage 7

My questions: which has the higher dps, which should be used in mainhand, which in offhand, and why?
