The timer doesn't start until the mob spawns, as anyone can claim to be "camping" a mob from anywhere as long as they arrive before it spawns.

The only time someone is truly "camping" is when they are actively waiting for a monster.
How do you determine activity? simple, first hit.
Anything less is idling.
Ergo, the person with the first hit is the one actively camping, meaning that the only timer that matters is the one immediately as the monster spawns.

We recently had a thread where i argued something similar; if waiting for a spawn and neither player killed the ph (nor did anything else covered by the 'hold a camp' rule) then the mob would be fte when it spawned, but I actually got ruled against by csr and it was determined whoever was sat there waiting for spawn longest would be considered to be holding the camp.
