So if you go to unrest and call cc and someone says basement. You go to the basement and mobs are up, you can pull them. If no mobs are up, you cant sit there and pull mobs. What is so hard to understand?

The timer doesn't start until the mob spawns, as anyone can claim to be "camping" a mob from anywhere as long as they arrive before it spawns.

The only time someone is truly "camping" is when they are actively waiting for a monster.
How do you determine activity? simple, first hit.
Anything less is idling.
Ergo, the person with the first hit is the one actively camping, meaning that the only timer that matters is the one immediately as the monster spawns.
TL;DR - Camping is an illusion you put on your mind to limit your actions.
