Yep, you have it exactly right: first one to hit 201 can go all the way to 255, while all the others will be capped at 200.
Keep in mind that Alchemy is Shaman specific and Tinkering is Gnome specific, if you want to do either of those.

what's weird is that when you illusion gnome, you can actually see "tinkering" in the GM's list of trainable skills... but it's untrainable.
