Lvl1 with lots of help, assuming you buy all you can (mirror mq, green metal shard and the history of greenmist) you'll still need to have a triggered golem in OT killed, a 45warrior sarnak in loio killed and turn ins to do at the bottom of dalnir... So it really depends... I wouldn't counsel to do it before 40 and the proc is lvl 45 anyway...
