I believe the Chinese actually invented them.

The picture of the Normans is probably from 900 - 1066.

Right around when stirrups were widely used in Europe. They were used in France about 100 years before the English though, which would probably mean that Normans (from Northern France) had them before Saxons/Celts.

So they probably were considered state of the art compared to their enemies.
