Well Roger Stone is right.
He wasn't arrested for colluding with Russia.
He was arrested for not telling the FBI about the rest of the conversation he had with Wikileaks, which Mueller's office said was perfectly legal to do btw (except for the lying part) and he wasn't part of the administration.
So they arrested a political activist, who wasn't part of the administration, because he talked to an Australian who leaks things that hackers find.
