This is an issue (error 1017) on the login server side of Blue and has occurred over the years from time to time. There is no patch to update and have not heard of any one solving this issue by rerunning the update patch. You will also notice that you can enter the other servers including Red.
Happened to me a couple of days ago. Gave up logging in and got RL busy. Came back yesterday, logged in and played with no problems. This morning, the issue is back.
Unfortunately, I do not have a solution other than the problem has always resolved itself over time, which I suspect is a reset or timer elapse on the login server side.
