im not sure if its a merchant but theres that wandering blue con to a level 60 (not the rogue GM's) which is pretty much the top notch pet you can get. The rogue GM's are also blue-con but 100% MR so uncharmable (found this out the hard way).

There is a single level 50 charmable merchant in zone. That’s the mob everyone charms to get her solo.
