I'm biased, but I love Mistmoore for 25-35ish. After that there should be plenty of animals in Iceclad and EW to take you to mid 40s until WL raptors go green.
CoM has a higher ZEM than OT, and the zone right outside, EJ, has animals if you can't find a group. In my day, bards were kiting everything in OT but that maybe no longer the case with the swarmkiting nerf. Whichever floats your boat I guess.
