I don't know if he was lying, but he might have been repeating misinformation. Maybe try creating a couple chars and see what faction hits you take for turning in the note? Freeport paladin, Dark Elf SK/Necro (The Dead), and probably good/evil erudites I could see having faction hits for turning in the note.
Of course, the factions that would be negatively impacted would probably already hate you, and I if you did ever want to grind up an opposing faction I think turning in your newb note would be the least of your problems.
FWIW I don't remember the last time I turned in a note. I usually just attack the first guard/priest of discord I see upon character creation for a quick ride to the newb yard.

LOL that's a good idea, Im kinda sick of getting lost in freeport. I think that if your class is evil and your starting city is good it could effect your faction, I'll see as soon as I get home.
