There are tons of players of all levels. Just keep in mind that Kunark is out so you will tend to find more people playing low level iksar alts in Kunark, as opposed to the old world newbi zones like it was a month ago.
Only think you missed out on were some limited time itmes that chances are you never had on live either, so I wouldn't worry about that. It's still a great time to join, especially considering that newbies are now being give much better free gear from kind veterans than they were before Kunark went live.
