I would say yes but... if someone sees you murder somebody then 30 bounty hunters teleport on top of you... Even if you're miles from civilization. and then when you kill those 30 bounty hunters another 30 bounty Hunter spawn on top of you etc etc etc.
So it's like they sacrificed the fun gameplay, but they didn't sacrifice any of the shity gameplay.
