Wow Jimjam I just looked up the frostbringer quest, the cloak of maelstrom is amazing too. Why would anyone let the heads rot? What lvl do I need to be to farm those myself since I don't really have any friends on P99 that I am close enough to that I'd feel comfortable asking that favor of lol.

People often kill the Western Wastes dragons for their necklaces, or even just faction.
It takes a lot of faction to do the hand in, and the heads are lore, resulting in many heads ending up rotting as there is no one present able to either loot or hand in the heads.
These dragons respawn quickly (for dragons) and are numerous. As they don't fear, they can be killed through attrition by small forces, so are often killed.
