the City of San Francisco is technically separate from the cities of San Jose, Palo Alto, and Mountain View, it is all part of the same metropolitan area colloquially referred to as the San Francisco Bay Area or just "San Francisco". People say "I'm heading to the bay area" and "I'm heading to SF" interchangeably, IF they are from outside the area.
This is not the case for people who live in the bay area.

Congrats, you found some marketing material.
Look, Silicon Valley is a physical valley, a geographic feature of the land. Before it was "Silicon Valley" it was called "Santa Clara Valley" or "The Valley of Heart's Delight" (the whole area was orchards before the tech companies came).
I know this because I wrote my college senior thesis on the history of the valley.
Nothing you can say can physically move a city that is like twenty miles away into a valley that it's not actually in.
