While i understand scripting this may pose some difficulties, can you do a bandage fix and make soblohg a 25+ min spawn?
He currently can instant respawn between spawn points and is on a 6 min timer otherwise. Doing cycle proper to get him to spawn probably took a looooong time. You can gate between spawns and kill him super quick.
This guy is currently a blue diamond cash farm for noobs and is clearly not classic. Spawn time adjustments are warranted in this case i feel.
I don't know enough about the froglok berserker to know if he should also be more rare on p99.
