Looking over the spdats it seems the the recast time was only five minutes for a couple months between epic patch and November 2000 patch after which it was reduced to five seconds until at least April 2001. Working as intended for the timeline we are on now? Perhaps on green a rule could be put into place nerfing it for those couple months.
