Literally simple as this. Tips = not mandatory, that's fucking American service economy 101. You're free to blacklist someone because you hate iksars or because they stiff you when you port them or whatever, that's not part of the conversation. If you are engaging in an optional payment system for providing a service, don't be surprised when some people don't pay.
