Not all forms of speech are free. You can't threaten someone's life for example - this form of speech is a crime. And similarly advocating genocide is. "Freedom of speech" refers more to the citizenry being able to openly criticise the government's actions without reprisal. It's not a licence to be an asshole to whoever you like.
