Exactly. I really don't follow the market and don't have any coin to be buying much, yet, so I have no idea what *anything* is worth. This always bugged me on live, though:
Seller: "Selling [item]. PST."
Me: "How much for the [item]."
Seller: "Make offer."
Me: "Sigh, nm"
...or worse yet:
Seller: "Make offer."
Me: "No idea what it's worth...1kpp?"
Seller: "LOL, come back when you're serious"

You hit the nail on the head. Basically it boils down to a seller wanting to take advantage of a buyer. This same type of seller would gladly sell an overpriced item to anyone who didn't know any better.
Generally speaking, an auction only lasts for a limitted time and the highest bid wins. Usually there is a minimum starting bid but that is communicated to the potential buyers. This is not what happens in EC Tunnel.
I will never buy from a seller that behaves in the two ways you described above.
