Just wanted to bump this as I see it is still broken after testing yesterday in Paineel newbie yard. Is the instant repop of the 3 skeletons still being considered or are there 'balance issues' with this (such as AFKing a mage on their spawn points to farm bone chips?). If concern is for producing mass bone chips (thus making it easy to BoneQuest too many alts), you could always just make the spawn point a random mob in the newb yard (Fire Beetle, Rat, Bat, Snake, Skeleton, etc). This would at least lead there to be no shortage of mobs for newbs.
In case the evidence wasn't convincing in the above posts, I did find plenty of other evidence to back this up. Essentially Paineel was where you went for Bone Chips on live if you were smart. Implementing this 3-spawn insta-repop would create less zone-disruption / farming issues than doing so in Kurns or elsewhere.
For what it's worth, I'm willing to bet a bunch of newbie yards had some kind of instant repop thing, I seem to recall Qeynos newbie yard filled with almost 100 people when EQ launched and there was never a shortage of mobs.
But anyways, much evidence for this being a great spot for Bone Chips:

I'll go turn in the 460 bone chips i gathered in Paineel, the *best* place for chips in game. Broan made a lil newbie necro to loot all the skellies I killed, and actually had a hard time keeping up. Theres a spot near the back of the center wall in the newbie area that has 2 spawn points of 3 skellies each. if you kill the 3 on one spawn, it repops and you literally just mow through skellie upon skellie.

For all you necro's and SK's out there- the newbie garden in Paineel is loaded with decaying skellys. It's a small area and they are pretty well confined. With my necro alt I just make a hotkey "/pet attack a decaying skeleton" and let old bonehead run wild as I fill my bags with chips in no time flat. just try and be nice to the lowbie heritics and let them get one or two!

Go to the Paineel newbie garden. It's a lot faster there, and you can
get there via the Nexus.

Kurn's Tower beside the Pit in Field of Bone is great. It's what I
use. Someone with better transport should go to Paineel. faster
kills and even more of 'em

On a side note, I came across
this open bug report claiming there were missing spawn points in the newbie yard (too few of mobs). Perhaps the instant repop had the illusion of more mobs than it had (I couldn't get the mapfiend link to work in the bug report). However, I did kill every mob in the zone yesterday and found something like 23-25 mobs (there was one necro there that may have killed one or two). All the mobs stayed dead for the full 6 minute repop.
I found this mention of a wizard gathering all mobs and killing them, giving specific mention of 34 mobs:

Fun use of the Staff: train literally the entire Paineel newbie zone after you, then cast Cast Force (it's an AE that radiates out from you and hits every target within a short range - it has no maximum targets it can hit like the 3 or so that other AE's do). 34 mobs drop at once. Fun fun.

Hopefully this is compelling enough to implement... By comparison yesterday I believe I gathered something like 13 bone chips in 14 minutes (not classic!).
Just remember: the more people that visit Paineel, the more they become familiar with Odus. I can see it now on P99... Odus is the new min-max hot-bed:
1) Paineel noob yard - exp and gather chips
2) Bank 8 bags in paineel, Load 8 bags in inventory
3) KaladimQuest to mid-teens
4) Warrens / Kerra Isle

5) Hey I miss Odus and I'm 50... let's do the HOLE! I know how to find it since I farmed bone chips near there (A man can dream...)
