Are the mega rich comparable to say, the elite guilds of P99 that have all the raid targets on lockdown?

Yes.
And you should be aware the internal policies of those guilds are rigged so that the "trackers" get 80% of the loot (at least the best loot). Chances are the top trackers are cheating and probably know the spawn times.
p99 is an interesting microcosm of the real world.
