as a 24 shaman grouping in unrest was near impossible. The groups there are mostly high teens to 21. Once you hit 23 it's rougher.
It's not impossible but you'll find yourself looking somewhere else fast. I would not go there at 25 unless I was bringing friends with me. LOIO was where people told me would be good, and there are a lot more people there to group with. I'd recommend it.
