I would not consider a consumable a 'self buff'. Technically Torpor is a self-duration buff but would not be considered in this thought experiment.
I assume the point is to make this sustainable regen that is innate.
I did find some 2003ish posts about something like a +35 cap on regen items, but it was just a basic search and hardly conclusive (did not say if a single item or anything like that). Would need to look into it more.
Take this for what it's worth, but Zlandi Heart comments in era has a poster 'claiming' it stacks. Need much more support as the poster was listed as a 55 paladin.

Would need a mountain more evidence, but key is to look for comments on items with regen effects and get some info if they stack with other effects, ideally posting their HP/tick gains with the items.
