Ok so you can MQ at 46 and use at 46.
Does this apply to only the rogue epic or can say a bard MQ and use the sword at level 1 if they do it at 46

You can't equip any epic below 46. If you get it and delevel, you won't be able to equip it off of your corpse. However, many epics may be MQd below 46, including Rogue.
