I just joined a guild that seems newbie friendly for a starter especially... look up Disciples of the Gods in game.
Also, I think as a tank you have a really good shot of getting a group from 1-20+. As a shaman, most groups did NOT happen for me because there was no tank. More often than not, also, we had ranger tanks.
