There was for
most players. Remember that back then, most people were on dial-up, and swarm kiting on dial-up got you killed fast.
Now, there certainly were players that had better connections, but they were the minority. Since P99 isn't going to say "lucky player #12345 you get the simulated T1 line" I think the current limit is the most reasonable way to simulate classic.
