I think players have an inherent bias towards helpful fixes, so it makes sense for the devs to have (some degree of) the opposite bias to counter that.

That is a valid interesting point. People will always search for an advantage or way to gain the system. It also makes me wonder if the number of beneficial bug reports is higher than hindering bug reports. Which would explain why some of the beneficial ones go unanswered. (excluding the ones that lack proper evidence ofc)
