EverGrind imo!
The only valuable exp quests I can think of are lower level ones such as gnoll fangs, and CB belts/pads, but those start to lose steam around 10 or so. The orc/gnoll scalp quests and goblin ears are still sort of decent in the low to mid 20s, but it's more of something you should just hold on to and do if you're exping around hhk, not something I would go out of my way to do.
