what he said, and i think he's correct, is that it will lower your chances to have good or bad lucks streak. it will obviously not remove them, or change anything % wise. but that impressive 3-procs-in-a-row or that "impressive" 3 mobs in a row without a single proc will hapen less often if you swing 50 times a mob vs 10 times.
