Your argument is very logical but the stated rules have nothing to do with the issue. If any other guild than Apex so blatantly and regularly violated the rules against zone dispruptions by swarming in CoM they would be suspended. At the same time, if Apex raptured another guild's bard in CoM they would not be suspended. This is all about Apex and the corrupt management. All rules are enforced if they benefit Apex. No rules are enforced if they don't. You can safely assume that the same Apex bards will continue to swarm every day in CoM with no interference even though the zone is clearly disrupted. Just don't try to do so yourself if you are in another guild. The GMs are laughing at you.

I just stated how I think it should work. Whether or not there is favoritism is another issue and really isn't up to debate. Either it is corrupt or it isn't.
