Actual crack heads probably don't have the patience for P99, they are too busy taking apart old computers and various small electronics to 'fix' them so they can sell for more drugs. However, 'injured' people with highly developed pain medication addictions are a dime a dozen on P99.

Yeah, that makes more sense.
I'd think crackheads are too distracted to be fucking around on EQ. When they aint tweaked they out trying to hustle to score more rock.
The bigger picture is as Skarlorn mentioned in another post, it's really a combination of things that lead to why people are addicted to EQ and log in.
IMO it's not just a bunch of unemployed drug addicts on p99 as you seem to indicate, however I agree a portion of players no doubt have other addictions that coincide with EQ or any MMO for that matter.
