Above is all correct. He is up a maximum or 3 times per 24 hour period (assuming he's killed right away).
His path includes the building in the north east corner of the zone as well as the fork in the river (the 2 places that I saw him wandering while non-agored).
You basically have to sit and wait... and yes it sucks.
