So what's your policy on softskins who worship Cazic Thule? Are they still to be enslaved?

All are to be enslaved! Worshiping the true god just means we eat you last.
Realistically, from a RP state of mind it doesn't matter that you worship Thule ultimately, as quoted from
this source (emphasis mine):
"The Iksar view of Cazic reflects their
racial psychology. The Iksar worship of Cazic-Thule is entirely different from
the rest of Norrath's view of the lord of fear. The Iksar view him as a great warrior, a leader in valor, honesty, and brutal truth, a shining beacon of their own - but one that accomplishes its goals without attempting to hide its brutality. The Iksar don't see fear as evil and sadistic, a tool for fun like Dark Elves and others see it; they see it as the one driving force for progress and righteousness in the world. They are absolutely convinced that
they are the superior race of Norrath, meant to inherit the world for their lord. There are no allies, there are no friends, except their fellow Iksar, but they are united so tightly that they need nobody else."
If we stuck to "pure" RP we'd have obvious problems with progression and end-game (as you can see by the last line stated above). And so we've adapted an RP element that will not hinder our ability to stay in character and yet still enjoy the end-game content. Slaves, as you are called, are not typically allowed to unite within our ranks. (Alliances however will become vital, but only until Thule's will be done).
Also, I fixed your post. You didn't capitalize the name of our God, which is a clear delineation from what all freeborn Iksar have understood as hatchlings
