Leveled a twink few months ago, here is what I recommend for fastest leveling, and stuff I regret. Don't make my mistakes!
(1) A venom axe for the dd proc that works starting level 1, use it until level 20 or so. Yes proc is random but at first 20 levels a 50k 1hander wont be a game changer but the venom proc can give you almost an instant kill.
(2) 2h starting around 20 up until 35 or 36 (staff of battle or better)
(3) After 35 36 you go back to dual wield. Obviously you don't want to use venom. I also do not recommend Edge of Nightwalker other than the look, and no it is not underrated, if anything it is overrated.
(4) Do not spend on no drop thurg armor unless you have too much money and time. Crystal chitin/cobalt is good enough and you won't feel much difference before 55.
(5) Not much choices for helm, either u spend crazy plat on high-end (Rallos Zek helm) or u go cheap. This is the only slot I am okay to buy thurg/SS velious mq early because of the custom look.
(6) Clicky invis, shrink, and sow (they are considerable cheap for your budget, are resell-able, and you will keep them post 55)
I have seen a level 45 super twink war with white dragon helm, velium encrusted gaunts, boots of storm, wavecrasher, swifhtblade of zek, etc.. I thought he would have zero down time or has incredible kill speed. At the end he was only marginally better than other twink wars in the same level range. I believe his gears will only be of full use at 55+.
