Gotta keep in mind why all these rules exist. P99 always has players who will trample on others and break rules at every possible turn. GMs tried to play nice back in Kunark and it didn't work.
You'd have to take out the rules and then forcefully get rid of all the troublemakers, which isn't really what they want to do.
