Unless mob gives you XP you won't skill up, any mob that gave me xp while on Enchanter I charmed a 2nd mob nearby in level, got them both down to within dying range of my nukes. Broke charm nuked them both. This was after I did bone chips from 1-13 so I almost never melee'd a mob.
Most people at this point leveling Enchanter on servers are slightly to very twinked alts that didn't need much off mobs they kill until 30+ or later.

OK, you have a pet you can command, but besides that if you're in a situation with no mana and you want something dead then perhaps you'd regret not leveling up weapon. Sure the green is not going to kill you butit's going harass you until you kill it. I don't know why you wouldn't wack on the mob while grouping to get your skill up.
