Not entirely sure if this is a bug or just incredibly bad luck, but after killing many trash mobs in the library, red 99 has never seen a Priceless Velium Reinforced Bow drop from there.
According to the LoS archives the bow should either drop off the trash, or specifically from the trash in the ST library.
