I believe you need to get your post count up higher and or let your account gain age. There is anti spam features in place so trolls and bots don't flood people's PM box.

Couple ways to send PMs..
Left click their name. View public profile. Then click the Contact info Tab in their profile. Then click Send a private message to.
If the user you're trying to send the PM to has a few posts and their account isn't brand new. you can just left click their name and click Send a private message to.
