It's worth noting that many lighting issues are caused by the Titanium client, which means the staff can't fix them unless they switch to another client (which would break hundreds of other things). There might still be a way for the devs to fix the "lighting not changing until you zone" part, but just be aware that it also might be an unfix-able limitation of the client.
EDIT: Sorn just explained in the other thread that this is a known (and evidently fix-able) issue, so please ignore the above.
