I'm not sure I follow what you're saying.

Are you saying that items did not visually show any slot/can equip in era? I.e change to displaying effects info more than "Cobalt Boots Effect: Strength of Kunzar."

Or are you stating that no items up to Luclin had the designation where they could be clicked from inventory, but required it to be equippable (i.e if you could click it from inventory, anybody could use it)?

Anyhow: I agree with the idea that it is absurdly unlikely that developers intentionally added loot to Vorshar in Luclin as opposed to when they implemented Realm of Heroes. Having GM event items dropping from an NPC was most likely a mistake (and later Vorshar was changed).

GL Daldaen. He probably existed w/ full-loot table when originally added, but you aren't going to find shit about it in the April (?) 2001 to Dec 2001 range.
