It is worth noting AC has gone through several revamps, a significant one being during the SoL/PoP era (which predate this information).
However, that post is interesting. That said there is quite a lot of difference there to what p99 ought to have (and again difference with what p99 actually has).

I wonder if that exists on emu servers / p99? Haynar (AC dev) seems to have utilised the anti twinking code for low level AC. Perhaps he used it for lack of info more relevant to our era. I suspect he is aware of the details of your post, and I suspect he also is familiar with the details of a closer to era live dev post 'feed back on soft cap'
