Super twinking probably helps get through the first 20 maybe 30 levels quicker, but after that it's not as big of an advantage. If there was a Race to level 30 let's say, and I could deck out any class in the best gear. I would have to go with Monk, I'd pick Bard, but I'd think the hybrid penalty would slow them down just enough.

I think the bigger difference is the advantage gained by "supertwinking". Bards aren't gear dependent, all they need to excel in kiting is a good instrument. Monks are much more gear dependent and the results from supertwinking a monk
will be noticeable.
I'm pretty sure that after level 5, a bard can outpace a monk, even with the steeper class exp penalty. I FLEW through the low 20s, I earned 21-23 in 1hr each level. And now that I know the exp spots, I'm pretty sure I could go even faster /played next time because I won't be traveling all around trying to find good leveling spots.
