The faction is warrior guild in Neriak Commons IIRC which is in the very back of the zone.
Some may know more about the specifics of taking those kind of faction hits but I'd imagine you'd be fine killing in CB if that is where you want to be but I could be wrong.
A better alternative may be going to East Commonlands, getting some buffs in the tunnel and xp'ing near by.
