Because there's still a chance this doesn't have the requisite motive. His targets weren't affiliated with any political or idealist groups and he himself wasn't so far. There's still a chance this is some nutjob that gambled too much and decided to suicide and take out some innocent people in the process.
Highly, highly unlikely (like close to 100% unlikely IMO), but until we know for sure we can't say it was terrorism. It's like that whole "innocent until proven guilty" thing even when we know the accused is guilty AF - it's not terrorism until we know it is.
In my opinion the authorities have a pretty good idea of his motive but aren't sure how to properly frame it without seriously pissing a certain few groups of people off. I think the motive is so highly politicized that if they don't tread extremely carefully the mere mention of the motive can spark a fuse.
