To be honest, you are better off turning them in to Halas. No negative faction hits, and better reward. Halas quest also only needs 1 fang.
If I were to do it over again, I'd level up to 7 on gnolls, turn in just enough fangs to get to 8 and new spells, then level up to 11 on gnolls. I would then turn in all the fangs accumulated and move on. With any luck, you'd have 4-5 stacks by then, and you'd be set.

this was amazing advice thank you!... i am really glad i went to halas to turn in the main chunk of my fangs... i went from 4 to 12 and had enough plat to get my spells along the way...
i am gonna go back again today for one more session of gnoll killing before i move on!
